"Technical debt" is just Agile Newspeak for unfinished work, Please use plain English. Agile Newspeak is imprecise and trendy. "Stories," for God's sake.
The way to zero bugs is not to spend 3/4 of your time not wasted in meeting writing tests. The way to zero bugs is focus and concentration
which means single-occupancy offices, one meeting per week, abandoning the tiresome extra layers of process, and learning to focus and allowed to work uninterrupted.
I've done six weeks of work without writing a single test and had everything work once I finished the last component. It can be done. And I'm no Isaac Newton, but I can concentrate.
Meanwhile I have test-driven pair-programmers telling me that flow is a myth.
